Several Indian states offer free bus travel to girls and women in government owned buses. Delhi In 2019, Delhi government introduced India’s first fare-free public transport (FFPT) scheme, enabling women to travel for free in government buses. The scheme aimed to empower women by providing safer public transport. Titled as the "pink ticket scheme, the scheme enabled women to travel for free on Delhi Transport Corporation (DTC) buses. Women received pink tickets for single journeys, with the Delhi government reimbursing bus companies based on the total number of tickets issued. Tamil Nadu In Tamil Nadu, women can travel for free on ordinary buses operated by the Tamil Nadu State Transport Corporation. This scheme, called "Vidiyal Payanam," was introduced by the state government during 2021. It allows women to travel without paying any fare on these buses. Punjab The scheme is in effect from April 2021. The women residents of Punjab can avail free bus travel in Government-owned buses including PEPSU Road Transport Corporation (PRTC), PUNBUS, Punjab Roadways Buses and City Bus Services operated by Local Bodies. The scheme is not applicable to Government-owned АС Buses, Volvo Buses and HVAC Buses. To avail the service, women need to carry Aadhar Card, Voter Card or any other document as proof of residence in Punjab. Karnataka The Shakti scheme was launched by the state government during June 2023. The scheme allows women to travel for free on non-luxury buses across Karnataka. Telangana Effective from December 9, 2023, the “Mahalakshmi” scheme, enables women and transgenders of all ages to travel free of cost on all non-AC buses in the state barring deluxe and super luxury buses. The scheme is also not applicable in any AC services such as Pushpak, Metro Luxury, Garuda Plus and Lahari buses. Women are mandated to carry Aadhaar copy to avail the service. Jammu and Kashmir Women in Jammu and Kashmir from April 1, 2025 can avail the free bus service. The free service is limited to smart city e-buses and J&K Road Transport Corporation (JKRTC) buses across the Union Territory. To avail the service, women will have to present their Aadhaar card. Andhra Pradesh The scheme was launched on August 15, 2025 by the state government of Andhra Pradesh. Titled as "Stree Shakti scheme", the scheme enables free travel for women in five categories of Andhra Pradesh State Road Transport Corporation (APSRTC) buses across the state: Pallevelugu, Ultra Pallevelugu, City Ordinary, Express, and Metro Express. To avail the benefit, passengers must be residents of Andhra Pradesh and present ID proof such as Voter ID, Aadhaar, Ration Card, or Driving License to conductors. The scheme will not apply to Non-Stop, Super Luxury, AC buses, or services on ghat roads.
